PROFILE
After graduating with a Bachelor’s degree in International Relations from Padjadjaran University (1986), he began his career as a lecturer in the Department of International Relations at UNPAR in 1988 as an assistant to Prof. DR. Hofsteede, OFM, teaching courses including: Social Change, Introduction to Political Science, Comparative Political Systems. He served as Secretary of the Department of International Relations (1990) before continuing his master’s studies in Administrative Science at the University of Indonesia Graduate Program, with a thesis entitled: The Effectiveness of the Implementation of the Pancasila Industrial Relations System in Indonesia: A Case Study of Indofood and Unilever (1994). He was appointed Assistant Dean for Academic Affairs (1994/1995) before continuing his doctoral studies, specializing in Arbeid -en Bedrijft Sosiologie (Sociology of Work and Organization) at Katholieke Universiteit Leuven-Belgium, with a dissertation entitled “The Political Economy of Development and Industrial Relations in Indonesia under the New Order Government”.
Returned to Indonesia (2000/2001), taught Developmental Political Economy in the International Relations department, and Industrial Relations and Collective Bargaining in the UNPAR Postgraduate MM Program. In 2001/2003, worked part-time as a National Adviser in the Partnership for Governance Reform –UNDP program. Served as Co-Team Leader (2003/2009) and Senior Adviser (2009/2012), assisting the Indonesian government in managing the Asian Development Bank (ADB) Sustainable Capacity Building for Decentralization (SCBD) project, which was designed for a cross-sectoral pilot program in the field of institutional capacity building for local governments in 37 districts/cities and 7 provinces. In 2013, he assisted the Ministry of Home Affairs, as Team Leader, in the development of a web-based information system: e-Evaluation of Local Government Performance (EKPPD). E-EKPPD is a process of systematic data collection and analysis using a performance measurement system to systematically and continuously measure, assess, and compare the performance of local government administration throughout Indonesia.
A number of studies have been conducted, ranging from administration/management to politics, including: Survey and Development of a Local Government Apparatus Profile Assessment System and its Compatibility with Job Behavior; Qualitative Study of PLN’s Organizational Culture Values in Achieving World Class Company Status; Survey and Development of an Integrated Human Resource Management System in the Automotive, Hospital, Non-Formal Education, and Services Sectors
Several publications have been released, including: Reform of Public Service Policy and Investment in Eastern Indonesia: A Blueprint Proposal, Ministry of Eastern Indonesia Development Acceleration; Local Government Management Systems and Practices, Supporting Improvements in Public Services, Survey of the Municipal Governments of Parepare and Mataram and the District Government of Sambas, Ministry of Acceleration of Development in Eastern Indonesia (Penerbit Kemitraan 1994); Practical Handbook of Graphology: A Practical Guide to Reading Character through Handwriting (Penerbit Kanisius, 2014).
